Certificates and documents

Residence, caste, income and other public certificates.

Health

Government hospitals, staff absence and medicine availability.

  8. Pregnancy, delivery or child health service not givenAn antenatal check, institutional delivery benefit, vaccination or child check-up was not provided at the health centre.
  9. Blood not available in the blood bankA patient needs blood urgently and the blood bank says it is unavailable; the blood bank and the district health office are accountable.
  10. ABHA health ID not createdYou want a digital health ID (ABHA) and the health centre has not been able to create it, or the number is not working at the hospital.
  11. Complaint against a private hospitalOvercharging, lack of facilities or negligence by a private hospital; such a complaint goes to the state clinical establishments authority, not the health department.
  12. Hospital refused to admit the patientA hospital refused admission, including in an emergency, or referred the patient away without a reason; refusing a patient is a punishable offence under the health department rules.

Police and public safety

Public safety, policing and emergency routes.

  7. Illegal liquor or illegal mining in my areaLiquor is being sold or made illegally, or sand or minerals are being dug illegally nearby; these go to the police, the excise department and the mining department.
  8. Traffic police dispute or challan on the spotA traffic policeman has stopped you and there is a dispute about the offence or the challan; do not argue on the road, ask for the challan and challenge it.
  9. Custodial beating or death, or police atrocityA person was beaten in custody, or someone died in police custody; this goes to the human rights commissions and senior police beyond the station.
  10. Passport police verification pendingYour passport application is held because the police verification has not been done; check the file number and visit the police station.
  11. Fire broke out — building, crop or vehicleA fire is burning right now: call 112 first with the exact location, then alert the nearest fire station.

Social welfare

Pensions, scholarships and welfare benefits.

  9. Child working as labour or forced workA child is made to work somewhere, including bonded labour; reporting on 1098 or to the district team starts the rescue process.
  10. Orphan or vulnerable child needs careAn orphaned or abandoned child's care, scholarship or foster arrangement is handled by the district child protection unit.
  11. Transgender certificate or pensionFirst get the transgender identity certificate from the District Magistrate, then apply for the state pension benefit.
  12. Senior citizen abandoned or not looked afterAn elderly parent is abandoned or neglected by children; the senior citizen tribunal can order maintenance and protection.
  13. Child marriage happening or plannedA child below the legal age is being married or is about to be; report immediately on 1098, 112 or to the district child protection unit.
  14. Leprosy cured (Shatabdi) pensionPersons cured of leprosy are entitled to a state monthly pension applied for at the block level.
  15. Destitute or beggar needing shelterA destitute person or family, including a beggar, can be referred to the district shelter home and rehabilitation scheme.
  16. Rural employment guarantee wages delayed (VB–G RAM G)Worked under the rural employment guarantee (earlier MGNREGA, now VB–G RAM G) but wages not credited: check the MIS status, then approach the programme officer.
  17. Rozgar Guarantee Card (job card) not madeNo job card yet under the rural employment guarantee (VB–G RAM G): register the household at the Gram Panchayat.

Electricity and water

Power supply, billing, transformers and drinking water.

  2. Apply for a new electricity connectionA new metered connection for a house or shop is applied for through the distribution company's portal or the local electricity office.

  7. Agricultural (Kisan) electricity connectionAn agricultural supply for irrigation, with a separate meter and a subsidised tariff, is applied for through the distribution company.

  9. Apply for a water tap or household connectionA household tap connection in a rural area comes under the tap water mission; in a city it is applied for from the municipal body or PHED.

Roads and transport

Damaged roads, road classification and street-level transport problems.

  1. Broken or damaged roadPotholes, broken stretches or a damaged road — who maintains it depends on the road's classification.
  2. Sanctioned road not built or not completedA road that was sanctioned or promised has not been built, or the built length is much shorter than the sanctioned length.
  3. Road blocked or encroachedA road or street is blocked by an illegal structure, parked vehicles or material dumps; the road agency or the local body clears it.
  4. Missing or broken bridge or culvertA culvert or small bridge is missing, collapsed or too narrow, cutting off a village or farm; RWD handles small structures, RCD larger bridges.
  5. Missing speed breaker, signboard or dividerA crossing, curve or school zone has no speed breaker, signboard or divider, and accidents have occurred; the road agency installs them.
  6. Street light not working or not installedA street light is dark, broken, flickering or has not been installed; the local body (urban) or Gram Panchayat (rural) owns the poles.
  7. Bus service absent or route discontinuedThere is no bus on a route, a route was discontinued, or a bus does not come as notified; this is a transport department and depot matter.
  8. Auto or e-rickshaw overcharging or meter disputeAn auto-rickshaw or e-rickshaw driver is overcharging, refusing the meter, or arguing about the fare; transport department or traffic police can act.
  9. Driving licence, RC, permit or fitness problemGetting or renewing a driving licence, registering a vehicle, or getting a permit or fitness certificate; handled at the transport office / Parivahan.
  10. Traffic challan or wrong fineAn e-challan you did not commit, a wrong amount, or a dispute about a parking fine; the traffic police / transport challan portal handles it.
  11. Road not cleaned or dust not suppressedA road is never swept, has no water sprinkling, or garbage is swept to the roadside; the road agency or local body is responsible for sweeping.

Civic infrastructure

Drainage, waterlogging, public works and neighbourhood maintenance.

  1. Sewer overflowing or no sewer connectionA sewer line is overflowing, or a house or street has no sewer connection; PHED and the local body share responsibility depending on the area.
  2. Garbage not collected or overflowing binHousehold waste is not collected, the bin is overflowing, or waste is dumped on the road; the local body runs door-to-door collection.
  3. Illegal dumping or garbage burningSomeone is dumping waste on open land, a nullah or a river, or burning it openly; this is a pollution and local body issue together.
  4. Public toilet missing or unusableA public toilet is absent, locked, dirty or without water; urban local bodies run them under the sanitation mission.
  5. Community hall, park or public place damagedA park, community hall, temple, ground or waiting shelter is in poor condition or unusable; the local body or panchayat maintains it.
  6. Pot hole covered after repair — depth not filledA repaired road patch has sunk again and water collects; ask the engineer for the depth of the filling material used.
  7. Road dust or garbage not cleared by the bodyRoad cleaning, water sprinkling or garbage removal is not being done by the municipal body or panchayat even after a complaint.
  8. Toilet subsidy (₹12,000) not receivedBuilt the toilet but the SBM subsidy has not arrived: check the application status, then ask the panchayat.
  9. Blocked drain or waterloggingA choked drain or standing water on the road — the responsible body depends on whether the place is inside a town or a village.

Education

Government schools, teacher absence and school infrastructure.

  8. Anganwadi closed or not comingThe anganwadi centre is closed, the worker is absent, or the supplementary nutrition is not given; the Child Development Programme Officer supervises it.
  9. Result not declared or marks wrongA board or university result has not been declared, a mark is wrong, or a candidate is marked absent; the examination controller's office handles it.
  10. Teacher vacancy or no subject teacherA post of teacher is vacant in your school, or a subject has no teacher, so the class is taken by a non-teacher; recruitment is by the state commission.

Business and industry

Permissions, registrations and industrial land navigation.
