If a mutation was rejected or you disagree with the order, first get the written order, then use the objection/appeal route available with your case, or seek a fresh correction with the Circle Officer.

Who is responsible

• Revenue and Land Reforms Department, BiharOwns mutation policy, land records and Circle Officer implementation of dakhil-kharij in Bihar.

A rejected or contested mutation stays with the revenue department: the Circle Officer's order can be challenged through the objection process under the mutation rules, and the RCMS record keeps the case trail.
