Who is responsible
Identification of encroachment on government land and removal of the unauthorised occupation is done by the district administration under the Bihar public land protection law. A report should describe the location, the nature of occupation and the period, so that inspection can be ordered.
Important condition: Where a private person claims to be in lawful possession, the matter may have to be decided by revenue inquiry or court rather than summary removal; take advice before reporting.
