Who is responsible
The Medical Officer In-charge is responsible for the services and staffing of a government hospital, so a complaint about a doctor not being present or not treating a patient goes to that office first. A written complaint with the date, time and the name of the doctor is what allows the matter to be inquired into, and an entry in the hospital register or the attendance record supports it.
Important condition: A specialist or a doctor on sanctioned leave is a different situation from an absent doctor, and the medical superintendent handles it; ask who is on duty that day.
