A first complaint goes to the ward councillor and the municipal office. When the same complaint is not acted on after repeated follow-up, it becomes a matter of departmental accountability, and a written grievance with the ward reference is the way to record it formally.

Important condition: Where the road is classified under the road department rather than the municipality, the complaint must go to the road agency, not the municipal office.
