Who is responsible
Disposal of waste in a nullah or river, and open burning of waste, are pollution offences. Removal of a dump on public land is done by the local body, while the pollution aspect is handled by the State Pollution Control Board, so a complaint to both produces a faster response than a complaint to one.
Important condition: If the waste is of hazardous or biomedical type, tell the board clearly, because that follows a separate and stricter regime than municipal solid waste.
