Who is responsible
Ambulance services in Bihar are operated through government and contracted providers under the national health mission, and the district hospital control room coordinates them. The response time is prescribed, so a record of the call time and the time actually reached is what turns a complaint into a measurable failure, and a control-room complaint is followed by a written grievance with the district health office.
Important condition: In a medical emergency, do not wait for the ambulance: take the patient to the nearest hospital by any means and call from there, because a delayed ambulance is not a substitute for transport.
