Who is responsible
Government hospitals are required to keep and dispense the medicines in the essential drug list at the hospital itself, and buying them outside should not be necessary. A complaint with the prescription and the batch number lets the drug store verify whether an expired stock was issued, which is a specific and actionable complaint rather than a general one.
Important condition: An emergency medicine outside the hospital's list may legitimately be prescribed, so state whether the medicine is on the list or was substituted.
