Who is responsible
Maternal and child health services are delivered at the health centre and the anganwadi centre, and the worker concerned keeps a register, so a complaint with the date can be checked against it. Where a delivery happened without the worker present, the entitlement to the institutional delivery benefit is a separate claim that the health centre records, and it should be raised at the same time.
Important condition: Home visits by the anganwadi worker and the ASHA are the delivery mechanism, and their absence is a supervision issue at the block level rather than only at the centre.
