Who is responsible
A government hospital is required to provide emergency care and cannot refuse a patient who needs it, and a refusal is a serious service failure. The same-day written complaint matters because it establishes the record of what was asked and when, and a refusal in an emergency is a matter for the district administration rather than only the hospital.
Important condition: A hospital may refer a patient to a higher centre when the required facility is genuinely unavailable, but the referral must be recorded and explained, not refused without reason.
