Who is responsible
Private hospitals and clinics are registered and regulated under the state clinical establishments rules, so complaints about overcharging, lack of facilities or negligence are made to the district licensing authority rather than to a general grievance portal. Separately, a patient or their family can complain about negligence to the Medical Council, and for a refund of money paid, a consumer forum is available.
Important condition: The registration status of a hospital can be checked before going in, and an unregistered facility is easier to act against; ask for the registration certificate.
