Who is responsible
Domestic violence is an emergency before it is a complaint, so immediate safety comes first and legal remedies come after. The emergency number sends the police right away, while the women's helpline and the protection office arrange shelter and legal protection; a written complaint to the police station is what turns the emergency call into a case.
Important condition: Remedies under the protection law are civil and criminal both, and a criminal case is not compulsory where the woman only wants protection; talk to the protection office, not only the police.
