Who is responsible
Marriage registration in Bihar runs under several personal laws, and the certificate is issued by the registrar appointed under the law that applies to the parties. The register is maintained by the municipal office or the Gram Panchayat depending on where the marriage happened, and the certificate is needed for pension, passport, insurance and property claims.
Important condition: The register and the procedure differ between Hindu, Muslim, Christian and other communities, and the certificate for one community is not issued by the registrar of another.
