Who is responsible
Every application filed on ServicePlus has an acknowledgement number and a service standard. When the standard passes without a decision, the correct step is a first appeal on the RTPS appeal portal, quoting the acknowledgement number, and only after that a departmental grievance. Using the appeal route in the correct sequence is what makes the delay actionable.
