Who is responsible
Birth and death are registered with the local registrar at the municipal office in a city or with the Gram Panchayat in a village, and the certificate is issued from that register. Where no register entry exists — for example, an old birth or a home delivery — a late registration or a special enquiry is needed before the certificate can be issued.
Important condition: A certificate is normally available within a set period of the event; after that, a late registration with additional documents applies, which is a longer process.

A late registration needs a declaration, hospital record or affidavit, and takes longer than an in-time registration.
